CHAPTER I : FORMATION, OBJECT AND ASSETS

NAME: The name of the Club shall be Northlands Bowling Club, hereinafter referred to
as “the Club”.
HEADQUARTERS: The Club shall be situated at No. 50 Margaret Maytom Avenue, Durban North.
COLOURS: The Club colours shall be those registered with Port Natal Bowls and shall
consist of black, green, red and white.
OBJECT: 4.1 The object of the Club shall be to foster and promote the game of bowls. 4.2 In the furtherance of and for the purposes of this object, the Club:
(a) shall affiliate to Port Natal Bowls;
(b) may purchase, take on lease or in exchange, hire or otherwise
acquire any real or personal property, movable or immovable, or
interest therein or any other rights or privileges which the Club may
consider necessary or convenient for its purposes;
(c) may invest and apply any monies not immediately required for the
purposes of the Club in such manner as the Committee from time to
time may consider fit;
(d) may raise and receive funds by the levy of subscriptions and fees
from its members and fees from visitors to the Club and by
donations, gifts and bequests by its members and others;
(e) may borrow money and pay interest thereon and may give security
for any loan in such manner as may be thought fit, and in particular
by mortgage or charge on any property of the Club, and repay and
redeem any such loan, mortgage or charge;
(f) may acquire and hold a liquor licence or other trading licences under
the laws of the Republic of South Africa and sell liquor and other
articles and commodities in accordance therewith;
(g) may do all such other matters or things as may be necessary or
convenient for the attainment of its object, the generality of this
power not being limited by the aforesaid special powers.

5. CLUB TO BE A BODY CORPORATE:

 The Club shall be a body corporate with perpetual succession having an
 existence independent of its members, and all its assets shall be registered or
 held in the name of the Club.

 The individual member shall not be liable to meet the debts, engagements or
 liabilities of the Club and their liability shall be limited solely to the amounts due
 by them in respect of their subscriptions or other monies payable in terms of the
 Constitution.

INCOME AND PROPERTY: The income and property of the Club, from whatever source derived, shall be
applied solely towards promotion of the object of the Club as set forth in this
Constitution and no portion thereof shall be paid or transferred directly or
indirectly by way of dividend, bonus or otherwise to any member of the Club;
provided that nothing herein shall prevent payment in good faith of
remuneration to any member or servant of the Club in return for services
actually rendered to it.
TRUSTEES: The President and Vice-Presidents shall be the trustees of the Club’s property.
They shall institute or defend any action at law in the name of the Club when
empowered to do so by the general committee and the Club shall indemnify
them from any expenses they may incur.
DISSOLUTION: The Club may be dissolved or wound up by means of a resolution passed by a
majority of two thirds (2/3rds) of the members present and entitled to vote at a
Special General Meeting called for that purpose or in accordance with any law
in force in the Republic of South Africa.
SURPLUS If upon the dissolution or winding-up of the Club there remains after
satisfaction of all debts and liabilities any money or property whatsoever, such
money or property shall not be paid or distributed among the members of the
Club but shall be given or transferred to such bowling body or bowling
charitable institution as may be determined by the members of the Club at a
Special General Meeting at or before the time of dissolution or winding-up, and
in default thereof by the Council of Port Natal Bowls.

CHAPTER II : MEMBERSHIP

CLASSES OF MEMBERSHIP:
1.1 There shall be ten (10) classes of membership, namely:
(a) Ordinary members
(b) Weekend members
(c) Associate members
(d) Student members
(e) Country members
(f) Dual members
(g) Social members
(h) Long service members
(i) Honorary life members
(j) Honorary members
1.2 Unless the context indicates otherwise, the term “member” wherever it
occurs hereinafter shall mean a member of either gender.
MEMBERS BOUND BY CONSTITUTION:
Every member of the Club, of whatever class, shall be subject to and be
bound by this Constitution and the Club’s by-laws, rules, regulations or orders
issued or made thereunder. Every such member shall be entitled to have
access to a copy of this Constitution and the by-laws and any amendments
thereto.
ORDINARY MEMBERS:
An ordinary member is a registered bowler who has access to unrestricted
bowling and all facilities offered by the Club at all times.
Ordinary members shall pay full subscriptions, full green fees and full district
and national affiliation fees, and have voting rights at a General Meeting of
members.
WEEKEND MEMBERS:
A weekend member is a registered bowler who is in full employment and will
be equal in all respects to an ordinary member with access to unrestricted
bowling and all facilities offered by the club from Friday to Sunday and on
public holidays and for practice during the week.
Weekend members shall pay full subscriptions, half the green fees and full
district and national affiliation fees, and have voting rights at a General
Meeting of members. Should they wish to play during the week, they will be
required to pay the current visitors green fees.

5. ASSOCIATE MEMBERS:
An associate member is an ordinary or weekend member who is for some
good and valid reason unable to play bowls for a prolonged period. An
associate member must be, on application, elected as such by the General
Committee.
Associate members shall pay full subscription fees and full district and national
affiliation fees, and reduced green fees for a determined period of time in
accordance with the circumstances and at the discretion of the General
Committee and subject to review annually if for a period longer than a year.
Other than bowling, they should continue to enjoy the rights and privileges of
an ordinary or weekend member.

STUDENT MEMBERS:
A student member is a registered student bowler under the age of 21 who is in
full time studies at a recognised education institution who has access to
unrestricted bowling and all facilities offered by the Club at all times. Student members shall pay the fee determined for social membership and
such district and national affiliation fees as may be applicable to persons
under the age of 21 and do not have any voting rights at a General Meeting of
members.
COUNTRY MEMBERS:
A country member is a registered bowler whose ordinary place of residence is
more than 50 (fifty) kilometres from the Club in a direct line. Country members shall pay full subscriptions, half the green fees and full
district and national affiliation fees. Country members who live outside the
Port Natal District shall not be required to pay affiliation fees other than those
at their main Club. They shall have voting rights at a General meeting of
members but may not hold any office. They may not represent the Club in any
match but may play in any Club championship or competition and wear
Northlands colours.
DUAL MEMBERS:
A dual member is a registered bowler who has chosen another club as their
main (primary) club. In all other respects the dual member is equal to an
ordinary or weekend member but can only play Port Natal Bowls competitions
for the main club and they can only play singles champion competitions at
their main club and may not hold office. Dual members shall pay the full subscriptions and green fees applicable to an
ordinary or weekend member. Affiliation fees shall be paid at the main club.

9. SOCIAL MEMBERS: (including Country Members (Social))
A social members one who wishes to use the Club on a strictly social basis as
a non-playing member.

 Social members shall pay an annual social membership fee with access to all
 facilities of the Club other than those related to bowling at all times but shall
 not have any voting rights at a General Meeting of members.

 Should a social member who is a registered bowler with another club wish to
 play a game of bowls at the Club, they will be required to pay visitors green
 fees and conform to all rules pertaining to visitors.

LONG-SERVICE MEMBERS:
Members of the Club who have retained their ordinary or weekend
membership for an unbroken period of not less than 25 (twenty five) years
shall be automatically classified as long-service members. The new
classification shall take effect at the commencement of the next financial half
year. Long-service members shall be exempt from paying subscriptions but shall be
liable for full or half green fees as applicable and full district and national
affiliation fees and continue to enjoy all the rights and privileges of an ordinary
member.
HONORARY LIFE MEMBERS:
An honorary life member is one who by reason of special services rendered to
the Club be elected as such at an Annual General Meeting or Special General
Meeting upon a motion from the General Committee. Honorary life members shall be exempt from paying subscriptions but shall be
liable for full or half green fees as applicable and full district and national
affiliation fees and continue to enjoy all the rights and privileges of an ordinary
member.
HONORARY MEMBERS:
12.1 An Honorary Member is one who:
(a) being a registered bowler, although not a member of the Club,
participates in any bowls competition match or game on the Club’s
greens. Such a person shall be an honorary member for the day of
the competition, match or game only; or
(b) is elected as such by the general committee by reason of the
holding of some public office or appointment or for any other reason
and for such period as the general committee may deem fit.
12.2 Honorary members shall not have the right to vote or to hold any office in
the Club.

13. ELECTION OF MEMBERS:

   13.1 Application for ordinary or country membership (except where transfer
        to country membership is applied for by an ordinary member or vice
        versa) or for associate membership by the spouse (or vice-versa) of
        any ordinary member, shall be made on the standard application for
        Bowls South Africa and shall be accompanied by the prescribed
        entrance fee (which will be refunded if the application is rejected).
        Every such application shall be signed by the applicant and by the
        proposer and seconder who shall be members in good standing and
        who have been members of the Club for not less than twelve months.
        The relevant portion of the application form or a notice giving all the
        relevant particulars of the application shall be exhibited on the Club
        notice board for a period of not less than 14 (fourteen) days
        immediately preceding the committee meeting at which the application
        is to be considered.

   13.2    No person who receives less than seventy-five percent of a ballot of
          the committee members present at the meeting shall be elected to
          membership. The election or rejection of a candidate for membership
          or the postponement of a decision on the application shall be in the
          absolute discretion of the general committee and it shall not be obliged
          to give any reason for or explanation of its decision.

   13.3    An application for membership by a person who is or has been a
          member of another bowling Club affiliated to Bowls South Africa shall
          not be considered unless a clearance certificate from such Club has
          been produced.
   13.4 A member of any category may apply in writing to be transferred to any
        other category.

USE OF THE CLUB BY APPLICANTS:
A person who has applied for membership of the Club and whose application
has been posted on the Club notice board may use all the amenities and
facilities of the Club. A person whose application for membership is rejected
shall immediately on being notified of such rejection cease to make use of the
Club.
RESIGNATIONS:
14.1 Notice of resignation shall be in writing and shall take effect from the
date on which the Club receives the letter of resignation or such later
date as may be specified therein. 14.2 No clearance certificate will be issued whilst any monies due to the Club
are outstanding.

15. DEFAULTERS:
A member whose dues are more than two months in arrears shall forfeit all
privileges and rights of membership whilst the dues remain unpaid. After the
aforesaid period he/she shall be given written notice by registered post to pay the
arrears. If he/she fails to do so within one month of the date of such letter or such
further period as the general committee may in its discretion allow his/her
membership shall be terminated.

DISCIPLINE:
16.1 If it is alleged that a member is guilty of offensive or unbecoming conduct,
or of flagrantly or persistently violating the Constitution and by-laws of the
Club, the general committee may call upon the member in writing to
appear before it to answer the allegation.
16.2 If the member fails to appear before the general committee or, having
appeared, fails to refute the allegations to its satisfaction, the general
committee shall:
(a) reprimand the member, or
(b) suspend the member for a period not exceeding six months, or
(c) expel the member from the Club 16.3 A member expelled from the Club in terms of the preceding sub-clause
shall have the right to appeal to a Special General Meeting called for the
purpose, provided that notice of intention to appeal to such a meeting is
given to the secretary within fourteen (14) days of the date on which the
member is notified of the expulsion.
16.4 Pending the decision of a Special General Meeting in terms of the
preceding sub-clause the membership of the member shall be deemed to
be suspended.
SUBSCRIPTION AND FEES:
17.1 Honorary life Presidents, honorary life members and honorary members
shall be exempt from the payment of annual subscriptions and the Club shall
pay affiliation fees of Honorary Life Presidents.
17.2 The annual subscription, which in the case of social, country, associate and
special members shall be payable yearly in advance and in the case of other
members, shall be payable half-yearly in advance, and all other levies, fees
or charges, except as hereinafter provided, shall be as determined by
general meeting after consideration of a motion of the general committee. In
no case shall the annual subscriptions be less than the minimum
subscription prescribed by the liquor laws of the Republic of South Africa.
The annual subscription determined by the general meeting for any year
may in respect of any subsequent year be increased by the general
committee without reference to a general meeting by an amount not
exceeding ten percent (10%).
17.3 Any levy, fee or charge payable to Bowls South Africa or Port Natal Bowls
may be imposed on members by the general committee without reference to
a general meeting.

17.4 A new member shall be liable for the payment of the applicable subscription
from the first day of the month following election. The first subscription shall
be calculated at the pro rata monthly rate and shall be paid within thirty days
of election.
17.5 The general committee shall from time to time determine entrance fees,
locker fees, green fees, charges for refreshments, and entrance fees for
Club championships and competitions. If authorised thereto by a resolution
of a general meeting, the general committee may prescribe an annual
consolidated green fee, payable half-yearly, in lieu of a green fee payable
for each game. Such a green fee shall be additional to the Club subscription
payable by a member.

CHAPTER III : MANAGEMENT OF THE CLUB

GENERAL COMMITTEE AND EXECUTIVE: 1.1 Save as is otherwise provided in this Constitution the management and
control of the Club shall be vested in the general committee consisting of
the members of the executive and the convenors of the under mentioned
sub-committees together with the competition secretaries all of whom
shall have been elected at the Annual General Meeting of the Club or co-
opted or appointed to fill the vacancies as hereinafter provided.
1.2 The Executive of the Club shall consist of the President and two Vice-
Presidents of the Club (one man and one woman), the Secretary and the
Treasurer, all of whom shall have been elected at the Annual General
Meeting of the Club, or have been co-opted or appointed to fill vacancies
as hereinafter provided.
1.3 The Executive shall acknowledge all regulations as laid down from time to
time by the District and Bowls SA – wherein policies pertaining to those
regulations of SASCOC, the Department of Sport & Recreation and
National Government are necessary compliances.
These regulations include items such as disciplinary procedures,
including sexual harassment, anti-doping, the Child Protection Act and
the Consumer Act.
1.4 The sub-committees of the Club shall be the greens committee, the
finance committee, the house committee, the bar committee, the
entertainment committee, the catering committee, the tournament
committee, and the bowls development committee.
1.5 The Executive shall have the power and the duty to attend to and decide
upon any matter concerning the Club or its interests that require attention
and cannot conveniently be held over until the next meeting of the
general committee. The executive shall inform the general committee at
its next meeting of any decision or action taken. If all members of the
executive are not available and the matter is urgent, three (3) members
shall constitute a quorum.
1.6 If the President of the Club has not been a member of the general
committee during the preceding year, the committee may, at its
discretion, co-opt the immediate past President to the committee.
CONTROL OF FINANCES:
The Club shall operate a banking account or banking accounts in its name at
such bank or banks or other financial institutions as the general committee
may decide. Any withdrawals from such accounts shall be made against the
signatures of any two members of the executive.

3. POWERS OF THE GENERAL COMMITTEE:
3.1 Subject to the provisions of this Constitution the general committee may,
in addition to the powers and authorities expressly conferred upon it by
this Constitution, exercise all such powers and do all such acts and things
as may be necessary in furtherance of its object and not directed by this
Constitution to be exercised or done by the members of the Club
assembled in general meeting.
3.2 The general committee may make, add to, amend or revoke any by-law
not inconsistent with this Constitution, relating to any matter that is
necessary or desirable for the attainment of the object of the Club or for
the convenience or comfort of its members. Any by-laws made or any
addition to, amendment or revocation of any by-law shall be promulgated
by means of a notice exhibited on the Club notice board for a period of
fourteen (14) days, after which period the said by-law, addition,
amendment or revocation shall come into force.
3.3 The general committee may delegate any of its powers to any committee
or sub-committee of the Club except its power to:
(a) expel any member; or
(b) elect members; or
(c) make, amend or repeal any by-law of the Club
and may revoke or cancel any such delegation.
3.4 If, owing to resignations or any other causes, the number of members of
the general committee is reduced below the number required for a
quorum, the remaining committee members or ten members of the Club
in good standing shall be empowered to convene a special general
meeting for the purpose of electing office bearers and members of the
general committee for the period until the next Annual General Meeting.

ELECTION OF OFFICE BEARERS AND MEMBERS OF COMMITTEE: 4.1 Notice of the nomination of any members of the Club (who must be in
good standing) as a member of the executive, general committee or as a
competition secretary or member of a selection committee, shall be
signed by the proposer and seconder, who shall be members in good
standing, and by the member nominated intimating acceptance of
nomination, or shall be accompanied by a letter from the member
intimating such acceptance. A member may be nominated as a
candidate for more than one office or position, but if he/she is elected to
any one such office or position, any other nomination to a position on the
same committee shall fall away.
Nominations for men’s competition secretary and men’s selection
committee (all of whom shall be men) may be made only by men
members of the Club and only men members may vote thereon.
Nominations for the women’s competition secretary and women’s

selection committee (all of whom shall be women) may be made only by
women members of the Club and only women members may vote
thereon.
4.2 If an exact number or lesser number of nominations is received for the
positions to be filled, the chairman of the Annual General Meeting shall
declare elected those members nominated. If fewer nominations than
those required have been received, the chairman shall call for
nominations to fill the remaining vacancies. If more members are
nominated than those required, a ballot shall be held.
4.3 If at the Annual General Meeting any office or position cannot be filled
because of insufficient nominations, the general committee shall co-opt or
appoint a member to fill the vacancy as soon as possible.
4.4 If a vacancy occurs on the general committee after the Annual General
Meeting, the general committee shall co-opt a member to fill such
vacancy as soon as possible, unless prevented from doing so by
circumstances beyond its control.

AUDITOR:
An auditor, who may not serve on the general committee or the finance or bar
committees, shall be appointed at the Annual General Meeting.
TERM OF OFFICE OF MEMBERS OF COMMITTEE:
6.1 A member of any committee shall hold office until the closing of the next
annual general meeting of the Club.
6.2 Notwithstanding anything in sub-clause (6.1) hereof, a member of any
committee may resign his/her office on giving notice in writing of his
intention to do so.
6.3 At the conclusion of his/her term of office, a member of any committee
shall be eligible for re-election or for election to any other office or
committee.
ASSISTANT SECRETARY:
The general committee may appoint an assistant secretary who shall assist
the secretary.
ASSISTANT TREASURER:
The general committee may appoint an assistant treasurer who shall assist the
treasurer.
SUB-COMMITTEES:
9.1 The general committee shall, on the recommendation of the convenor of
the sub-committee concerned, appoint the following sub-committees:
(a) greens committee;

(b) finance committee;
(c) house committee;
(d) bar committee;
(e) entertainment committee;
(f) catering committee;
(g) tournament committee.
(h) bowls development committee
9.2 Each of these sub-committees shall consist of the convenor and not more
than three (3) other members.
9.3 The convenor of each sub-committee shall submit a report on the
activities of that sub-committee to the general committee at each of its
monthly meetings.

GREENKEEPER:
The general committee may appoint a paid green keeper or honorary green
keeper.
DUTIES: 11.1 Greens Committee
The greens committee in consultation with the green keeper shall
arrange for the supervision and maintenance of the greens, grounds and
machinery. It shall be responsible for the selection of greens or rinks to
be used and for the hiring, control, supervision and payment of the
greens maintenance staff. 11.2 Finance Committee
The finance committee shall advise the general committee on any
matters affecting the Club’s finances, shall assist the treasurer in
execution of his/her duties, and shall control all financial aspects of fund-
raising activities of the Club. 11.3 House Committee
The house committee shall be responsible for the security, maintenance
and cleaning of the Club’s buildings and their immediate surrounds
(excluding the bar area and gardens) and for the furniture, equipment
and fittings therein. 11.4 Bar Committee
(a) The bar committee in consultation with the liquor act nominee shall
be responsible for the management of the bar, including the
security, maintenance of equipment, furniture and fittings therein.

(b) The liquor act nominee shall be appointed by the general committee
and shall on behalf of the Club, and where necessary in
consultation with the bar committee, carry out and perform all the
duties, functions and obligations imposed upon him/her by the
liquor laws.

11.5 Entertainment Committee
    The entertainment committee shall be responsible for organising and
    making arrangements for all entertainment and social functions that may
    be held at the Club.

11.6 Catering Committee
    The catering committee shall be responsible for the provision of
    refreshments on playing days and on the occasion of tournaments and
    functions at the Club.

11.7 Tournament Committee

    The tournament committee shall be responsible for :
    (a) organising, making arrangements for and conducting all sponsored
        and open tournaments, other than ordinary Club championships and
        handicap competitions.
    (b) ensuring that when Club greens are required by the District or
        National bodies that the facilities of the Club are properly made
        available for such events.
    If necessary, they may form a sub-committee to assist them.

11.8 Bowls Development Committee

 The purpose of this committee will be:
 (a) Building a Team to develop strategies for increasing the number of
     people playing bowls; targeting the under-50 age group in particular and
     establishing a youth bowls programme in local schools.

 (b) Identifying talented club bowlers and improving standards of performance
     through skills development programmes.

11.9 Additional Duties
    The general committee may assign to any of its members any particular
    duty or function that the general committee considers necessary in the
    interests of the Club. Such duty or function shall be in addition to the
    duties hereinbefore mentioned.

CHAPTER IV: MEETINGS

GENERAL MEETINGS:
General meetings of the Club shall be the Annual General Meeting and any
Special General Meeting. All members of the Club may attend them. Notice
convening of the meeting shall be posted on the Club’s notice board and shall
be given in writing and/or by electronic mail to every member entitled to
attend, not less than seven (7) days before the date of the meeting. Non-
receipt of the notice convening the meeting by any member shall not invalidate
the proceedings at any such meeting.
In addition to the notice provided for above, in the case of an Annual General
Meeting, a notice shall be posted on the Club’s notice board not less than
thirty (30) days before the date on which such meeting is to be held, advising
members of the date of the meeting and also of the latest date on which office
bearers and committee members may be nominated and the latest date on
which notice of any motion may be given.
1.1 The Annual General Meeting shall be held each year not later than the
fifteenth day of September.
1.2 The business of the Annual General Meeting shall be:
(a) Obituary.
(b) To confirm the minutes of the previous Annual General Meeting and
of any Special General Meetings.
(c) To receive and consider the President’s annual report.
(d) To receive and consider the report of the treasurer, together with
the annual statements of the year ended 30th June, and the report
of the auditor thereon.
(e) To consider any motions concerning the affairs of the Club of which
due notice has been given.
(f) To elect a general committee for the ensuing year.
(g) To elect men’s and women’s competition secretaries and selection
committees for the ensuing year.
(h) To appoint an auditor.
(i) To consider any other Club business.
1.3 Notice of any motion concerning the affairs of the Club, other than one
relating to the amendment of this Constitution, which a member intends
to move at the Annual General Meeting shall be given in writing to the
secretary not less than fourteen (14) days before the date of the said
meeting and the secretary shall exhibit a copy of the proposed motion,
showing names of the proposer and seconder, on the Club notice board
for a period of not less than seven (7) days immediately preceding the
date of the said meeting. Notice of any motion must be accompanied by
suitable motivation.

1.4 A Special General Meeting may be convened at any time on the
instructions of the general committee, and shall be convened within thirty
(30) days after the receipt by the secretary of a request in writing signed
by not less than ten (10) members in good standing who are entitled to
vote at such meeting. The notice convening the meeting shall state
clearly the purpose for which the Special General Meeting is called and
no other business shall be transacted at such meeting.
1.5 All motions submitted to any general meeting shall be decided by a show
of hands, and except in cases where a two-thirds majority is required,
should the votes be equal, the chairman shall, in addition to his/her
deliberative vote, have a casting vote. Should any member so demand,
a ballot shall be held, in which case the chairman shall appoint two or
more scrutinisers. In cases where voting is restricted to men or women
members the Vice-President of the section concerned shall have the
casting vote and the quorum required in each case shall be one-fifth of
the number of the members of that section entitled to vote.
1.6 The quorum for a general meeting shall be one-fifth of the number of the
members entitled to vote. If a quorum is not present within twenty
minutes of the time specified for the holding of the meeting, an Annual
General Meeting or Special General Meeting convened on the
instructions of the general committee shall stand adjourned for seven (7)
days at the same time and place and the members then present shall
constitute a quorum and be competent to transact the business for which
the meeting was originally called. If, in the case of a Special General
Meeting called at the written request of members, a quorum is not
present within twenty minutes of the time specified for the holding of the
meeting, the meeting shall be abandoned.

GENERAL COMMITTEE: 2.1 The general committee shall meet at least once in each calendar month.
2.2 (a) Matters arising at any meeting of the general committee shall be
decided by a majority of votes on a show of hands unless the
committee decides to hold a ballot. In any particular case of an
equality of votes the chairman shall have a casting vote as well as
his deliberative vote.
(b) Members of the general committee, excluding members of the
executive, may delegate to executive members the right to
represent them and their constituents at monthly committee
meetings unless the President, or in his/her absence, one of the
Vice-Presidents, requests their attendance at a specific meeting.
The general committee shall determine which portfolios are to be
allocated to which executive member. 2.3 Any member of the general committee absenting himself from three
consecutive meetings without leave, delegation or condonation shall be

deemed to have vacated his seat and the vacancy caused shall be filled
by the general committee as hereinbefore provided.

 2.4 Six (6) members shall constitute a quorum. However, where delegation
     has taken place in terms of 2.2 (b) above, four (4) members shall
     constitute a quorum.

OTHER COMMITTEE MEETINGS:
3.1 The greens, finance, house, bar, entertainment, catering, competition,
tournament, and bowls development committees shall meet from time to
time as and when convened by their respective convenors.
3.2 The President and Vice-Presidents shall be entitled to attend and to
speak at any meeting of a sub-committee of the Club but shall not be
entitled to vote at that meeting.
PRESIDENT AND VICE-PRESIDENT:
The President, or in his/her absence a Vice-President, shall preside at all
general meetings of the Club and all meetings of the general committee. If the
President and both Vice-Presidents are absent the members present shall
elect a chairman who shall preside at the meeting.

CHAPTER V : SELECTION COMMITTEES AND COMPETITION
SECRETARIES

SELECTION COMMITTEES
1.1 There shall be two selection committees, one for men and one for
women, each consisting of a competition secretary and a minimum of
four (4) to a maximum of six (6) members eligible for election who shall
be elected at the Annual General Meeting of the Club or appointed as
herein provided. Four members shall constitute a quorum, except in the
case of the selection of the team to represent the Club at the South
African National Tournaments where the quorum shall be five. In order
to achieve a full quorum in the temporary absence of members, the
selection committee shall appoint substitutes.
1.2 At its first meeting, which shall be convened by the competition secretary,
the selection committee shall elect a convenor.
1.3 If any member of the selection committee is a candidate to represent the
Club in the South African National Tournaments, he/she shall not be
eligible to take part in the selection of the team.
1.4 The selection of teams to represent the Club at the South African
National Tournament shall take place only after the executive of the Club
has approved the names of those available for selection.
1.5 A member of the selection committee who becomes a candidate for
selection as a member of a team to represent any other Club in any
competition shall forthwith cease to be a member of the selection
committee.
1.6 The selection committee shall be responsible for:
(a) the selection of representative teams for all competitions and
tournaments, except those wherein the players nominate
themselves;
(b) the allocation of handicaps and grading of players;
(c) conducting the draw in connection with all Club games and
competitions on open days or on any other occasion that may be
determined by the general committee.
COMPETITION SECRETARIES 2.1 The competition secretaries (one each for the men’s and ladies sections)
shall be elected at the Annual General Meeting. Their duties shall be as
follows:
(a) To arrange traditional Club competitions at such times as may be
convenient in terms of the annual bowling calendar and in such a
way that each competition is completed before the end of the Club’s
financial year.

(b) To assist their respective selection committees in carrying out their
duties.

                     CHAPTER VI : GENERAL

AMENDMENT OF CONSTITUTION: This Constitution may be amended by a resolution of a general meeting
passed by a majority of two-thirds of the votes of the members present and
entitled to vote, provided that particulars of the proposed amendment have
been posted on the Club’s notice board for a period of not less than thirty (30)
days immediately preceding the date of the meeting and appear in the notice
convening the meeting.
CLUB YEAR: The Club year shall extend from the first day of July in any calendar year until
the thirtieth day of June the following year.
INTERPRETATION OF CONSTITUTION AND BY-LAWS: Should any question arise as to the interpretation or meaning of any provision
of this Constitution or any by-law, or the procedure to be adopted thereunder,
the general committee shall decide such question and its decision shall be
final and binding unless and until a general meeting shall have decided such
question otherwise.
A MEMBER MAY SERVE IN MORE THAN ONE CAPACITY: A member may serve as a member of more than one committee or sub-
committee.
